Because Heather needed at least ONE canine that was both socially well-adjusted and didn't scare the pants off her.
Tricia joined the team when her original trainer, one Special Agent Dale Cooper, went home-- an event that brought some intensely negative emotions boiling to the surface for Heather. Cooper had been a rock for her in a way that even her closest other friends never had, and losing him was a bigger blow than she was prepared to face.
Heather had already known Tricia for quite some time and grown familiar with her, so fortunately she wasn't wary or afraid of her the same way she was with some of the other inherited (canine) Pokemon she'd received in the past. Although confused and saddened with the sudden disappearance of her trainer (and the bizarre, unhappy behavior displayed by her new one), Tricia has a naturally-upbeat personality and quickly bounced back to her usual self once the grieving process passed for them both.
A classic electric-type, she's energetic, playful, and cocky-- quick to judge and quick to grow impatient, she's one to urge others to take the plunge, although she's fine with doing it herself if it comes to it. She likes to think she knows all the answers and is quick to chip in with advice, whether it's asked for or not. She overheard her old trainer watch a TED(diursa) Talk on this subject once, so she's an expert now!
Of course, Cooper's original training was firm and diligent, so despite her boundless energy Tricia is obedient and enjoys earning her keep. Heather, on the other hand, has a much more lax, laissez-faire training style so some of those ingrained good manners inevitably went out the window over time. For example, thanks to an abundance of freely-shared table scraps, Tricia is now somewhat prone to begging. She still has excellent recall, though!
