I've never seen an attack so powerful, and something so large-scale.

There's something here that doesn't add up. If this was some normal, renegade Pokemon then the Police should already know of the provisions to counteract it.

There's obviously been a disturbance of some kind, and by the way everyone is acting, it doesn't seem like a natural provocation.
