When Heather's father disappeared from Johto for the second time, Heather got to keep several of his Pokemon. One of them is Hazel, who was originally a gift from her in the form of a Pichu egg. Like any true family of nerds, the reference in the name is literary-- after Hazel, the protagonist of Watership Down, which Harry read to Heather frequently as a child. While she missed her original trainer dearly, she was grateful to not be among strangers. She was already friends with most of Heather's Pokemon, especially Mully and Blue. Along with a few others like Gilly and Carat, they form a slightly more academic-minded (at least compared to most of Heather's Pokemon) friend-group of which Hazel is ostensibly the leader.
She's a curious one, always reading up on new interests. She especially enjoys learning about human electronics and often tinkers with various gadgets-- she can frequently be seen busily working away on a laptop she inherited from her original trainer. Pikachus and household appliances can be an iffy combination-- at best the species is associated with being harnessed to power things en masse and at worst with causing neighborhood-wide blackouts from chewing on wires-- but Hazel has grown to be very sensitive to her own strength and her electricity seems to enhance her technical skills rather than impede them. Whenever anything breaks in the house (which happens a LOT), Hazel is usually on the scene within minutes to figure out what's wrong and fix it.
In addition to being a regular tech wiz, Hazel is an adept battler and has helped Heather with no small number of gym battles. She's more than aware that Pokemon don't often reach elite levels of battle without being fully evolved, but despite this, she isn't particularly interested in evolving into Raichu. Instead, Hazel prefers to wear a chunk of Eviolite on a cord around her neck to boost her stats to a more competitive level. She's almost never seen without it, and proudly considers it her signature.
Though not unfriendly, Hazel has quite a no-nonsense, dignified personality and doesn't usually have much patience for shenanigans. That doesn't mean she's above getting flustered, though-- while she's quick to emphasize that she just really admires his accomplishments, Hazel has developed quite the celebrity crush on Red's Pikachu.
