Hurricane is another Pokemon inherited from Crow, though this one actually had a history with Heather before she obtained him.
During the debacle involving Claudia Wolf, Heather was desperate to get to her ex-friend as soon as possible. At the time, however, her only flight-worthy Pokemon was Sunny, a Togekiss-- who refused to fly her to what would surely be a bloodbath, since Togekiss will not travel anywhere with strife. Left with no other options, Heather stole Hurricane in the heat of the moment and flew him to Claudia, his good-hearted gullibility the only thing that let her get away with commanding someone else's Pokemon.
Not surprisingly, Hurricane got in enormous trouble for his compliance, and stayed far away from Heather for quite some time after the incident. And before you even wonder, yeah, she still feels super bad about it.
Eventually, when things between the two trainers were patched up, he too showed her his forgiveness by granting her one of his long, impressive feathers-- something he still does to this day any time he thinks she might need a pick-me-up. Now that he actually belongs to Heather, there is little awkwardness between them (particularly since she hasn't made a habit of going on any more death rampages), and being much faster than Sunny, he is the main Pokemon that Heather chooses to fly on when she has to get anywhere in a hurry.
Both in the air and out of it, Hurricane is good-natured and laid-back (though he loves to be the center of attention), and gets along especially well with the younger members of the team. He's not particularly responsible, though-- he'd rather be the "cool, fun uncle" than the one in charge. While he's strong and competent in battle, he's more of a backup battler than a primary one and he's totally down with that. More time to hang out in the sun with Omar and tell bad jokes to the kids.
